In a campaign I'm working on, my players will be living in a area over run with monsters and bandits. In the end it'll be organized by a dragon (maybe black). I want the first two adventures to be with Kobolds and Goblins, both tribes worshiping the Dragon god. My question is would it be better (in your opinion) to have them encounter the dragon worshiping Kobolds or the dragon worshiping Goblins first? Which would drive home the idea that these two tribes are connected better do you think?

I'd go with kobolds 1st....
dragon worshipping kobolds are no surprise... all kobolds worship dragons
when the goblins appear to share the same faith... it will then appear like a plot point.
