A question about speed for the Ogre

In the stat block for the Ogre on the PRD, it lists the ogre's speed as 30 ft. (40 ft. base).

So is the ogre's speed 30 ft or 40 ft?

Also, why would the two speeds be listed?

It's wearing hide armor, which is a medium armor.

It has a base speed of 40 ft.

Slowed to 30 by armor.

If, for some reason, it isn't wearing armor or is wearing Light armor, it will have 40 ft. speed. Or if it has enough Fighter levels, Mithral armor, etc.
