I was talking with my friends and some of us remember there was penalties for using elemental magics in the wrong areas.

for example ice in the desert or fire in the tundra. Is this actually a rule?

Not really. There is only one environmental penalty to magic that I know of, and that is attempting to cast a fire spell underwater.

ice in the desert, fire in the tundra... that all works fine.

Shadow Lodge

Not by RAW. Some GMs will houserule it. For example, in one game we explored a supernaturally dry desert where spells with the [water] descriptor had a chance of failing.
