Ok, to start with, I have already searched for, and read through, the various existing threads, such as Dragonhide Armor and
Enchanting Dragonhide.
I am 99% sure I know the answer to this, but just want to confirm (since there was no true resolutions in the threads above).
Since Dragonhide Armor is not Always Available, you must have the Fame to purchase it (or it can be bought with PP, or possibly available on a Chronicle). That's not my question. I would like to have my Blue Dragonhide Breastplate enchanted to +1, but given my current Fame of 6, the total cost (1700gp) is not covered by (lack of) Fame.
Does the fact that the Dragonhide special material is not Always Available trump the fact that a +1 enchantment is Always Available? This is where i am confused.
And I just had to go with Blue Dragon Hide... the color goes so well with my eyes! And the blue highlights in Lord Snappy's carapace... oh, you don't know Lord Snappy? He's my wonderful Giant Scorpion companion. He is so friendly... See, here he comes!

I am of the belief you can. You're not buying a brand new +1 Dragonhide Breastplate, you're having someone enchant the breastplate you already have. Nothing about enchanting it differs from enchanting a regular masterwork steel breastplate that you may have had instead.
That being said, you will absolutely encounter table variation on this, so the best thing to do would be just wait the short while until you have enough Fame and upgrade it then. At low levels the difference won't matter much.

If any part of an item isn't always available, then the entire thing isn't always available and you need the Fame to cover the purchase.
That's pretty much what I thought... especially since gun upgrade appears to be this way (the post linked to is by none other than Nefreet!).

Guess my shiny blue armor will have to remain unenchanted for the time being. I'll have to be enchanting enough for the both of us!
