I'm going to go out on a limb here and try to look past your question. Maybe it'll help, maybe not.
If your friend wants to play a WIZARD (not a Sorceror), but wants a bloodline arcana for his Wizard, and doesn't want to multi-class, it's possible that the revised Arcanist Class from the Advanced Class Guide Playtest might be to his liking.

Yeah, play an arcanist or do a 1 level dip into sorcerer. The sorcerer dip is kind of annoying, but some of those bloodline powers are what is needed to make a concept function as desired that it's hard to say no. Losing only one level of spell progression isn't so bad.

It does depend on what the player is looking for, but I'd say a straight Arcanist build is generally a better choice than a wizard / sorceror multi-class. In some cases, the one-level dip in sorceror is the only option (e.g. if the player wants the bloodline arcana to use with his cleric or druid).
In any case, it sounded to me like the OP had already eliminated the one-level dip in sorceror.
For the level dip I spoke with my friend and he finds it a bit munchkiny to take a level dip in an arcane casting class when his character is a divine caster just to get the bebefit he wants...i myself am probably going to do it for my character but it's a no go for him
I had been about 99% sure there wasn't a way to do it besides the multiclassing but with all the splat books and such that I don't own I figured there might have been a way
