Vital Strike works with "the attack action" which is a type of action in which you make an attack.
One Finger takes a standard action to resolve a single attack as if it were a melee touch attack.
You aren't not making an attack action with One Finger, you are making a standard action that happens to be a melee touch attack that does normal melee attack damage. Vital Strike is meant to augment and modify only the basic attack action, which is why it doesn't work with spring attack or charge or the like.

Well, Vital Strike is its own Standard, actually, which is why it doesn't work with Spring Attack or Charge (and why it won't work with One Finger).
This is not quite the case - Vital Strike uses the Attack action, which is a separate standard action than simply "an attack", not it's own particular standard action. There are a few (very few) other options that also use the attack action and can be combined with it.
Anything that says "as a standard action" (or "as a full-round action") cannot be combined.
Edit: To be clearer, anything that doesn't require a specific action (like Power Attack, Deadly Aim, or Point Blank Shot) also can combine.
