If the finish line is first with a deathstar, China as USA opted out. If Russia privatizes its space program and merges them with Russian mining companies, then drone fleet of mining ships financing lunar mining and then solar system exploitation.
I would love nasa putting a brick making drone driven rover on the moon scooping up lunar soil and using plutonium rods to heat it into a molten block, retract rods and wait for brick to cool before laying it out on the surface as a brick landing pad.

Apparently, there are now 32 space-faring nations. (All building hordes of robot fleets?)
China is building its own space station. Soon there will be a space race. We just need a finish line with a flag.

That's a very loose definition of "space-faring". Right now, I'd say the number of space-faring nations is more like zero, until I see actual commercial flights carrying people to orbit at the very least.
China is not building a space station. China does not even have manned flights of it's own yet. What they have done, and done very well is make a robotic soft landing on the Moon. It's a bit premature to get into Yellow Peril Paranoia mode.

fyi, China has a prototype station in orbit and plans to launch the core module of a follow-on outpost in 2018.
And, Congress has banned NASA from direct collaborations or partnerships
with China, primarily due to concerns about technology transfer.
So, paranoia on.

Congress has banned NASA from bilateral partnerships. Multi-lateral partnerships are still a possible option. But given these days that most of our tech is MADE IN CHINA, it's a bit late to close that barn door.
