Best tool for digital mapping?

I'm looking to make a small-scale campaign, where pretty much everything is mapped out in a tunnel-network, complete with dungeons, minor strongholds and the like. However, I don't know how I should make all this. We're playing classic by meeting up and getting the battlegrid out with markers and such, but I need to map out the different areas beforehand to keep track of everything. This could be done in many standard programs such as free image-editors or even Excel with squares, but I'd be a fairly tedious process. I wouldn't mind paying for it, if it's good and isn't insanely expensive (found some other tools, that cost around 120$, which is a bit steep)

TL;DR: What is the best tool for making encounter maps, preferably with notes and such?

Any advice would be appreciated! :)


Not very fancy but could you just do it on squared paper?
