I have two questions. I have a two - weapon fighter with the archetype who just got double strike which allows both weapons as a standard attack. He wants to take spring attack.
1st question is by raw can these two be combined?
2nd question if by raw they can't be combined would it be overpowered or broken to allow this combination?
I'm leaning towards allowing regardless since I like the cinematic look, but want to get others input first?

Not RAW. [Similar issue with Vital Strike. (Source)
Can Vital Strike be used with Spring Attack? Can Vital Strike be used on a charge?
No. Vital Strike can only be used as part of an attack action, which is a specific kind of standard action. Spring Attack is a special kind of full-round action that includes the ability to make one melee attack, not one attack action. Charging uses similar language and can also not be used in combination with Vital Strike.
Not overpowered. I'd allow it.

Spring Attack (Combat)
You can deftly move up to a foe, strike, and withdraw before he can react.
Prerequisites: Dex 13, Dodge, Mobility, base attack bonus +4.
Benefit: As a full-round action, you can move up to your speed and make a single melee attack without provoking any attacks of opportunity from the target of your attack. You can move both before and after the attack, but you must move at least 10 feet before the attack and the total distance that you move cannot be greater than your speed. You cannot use this ability to attack a foe that is adjacent to you at the start of your turn.
Normal: You cannot move before and after an attack.
Emphasis mine.
RAW, since you cannot take a standard action and a full-round action in the same turn, you cannot use Doublestrike in conjunction with Spring Attack; even if you had some ability that gave you more actions on your turn, RAW, the only actions you can take in the middle of a full-round action are swift, immediate, and free actions.
Also note that Doublestrike is its own standard action, not the "Attack Action" so you can't use it with, say, Vital Strike.
That being said, I don't really see an issue with allowing it if you're the GM.
EDIT: Ninja'd

Since this is a Rules Questions forum, we should discuss the actual rules. Goblin got it right, one is a Standard action, the other is a Full-round action, so they are not compatible.
I too would probably allow it, as a house rule. The character in question invested time and training to learn how to attack twice so quickly that it only requires a standard action (and a weapon in each hand), and he also invested time and training to learn how to spend his round moving such that he can make a normal attack in the middle of a move. That's quite a bit of time and training to learn two incompatible abilities that, logically, seem like they could probably work very well together.
Of course, that means that my bad guys might use this trick too...
