Is applying a chronicle sheet up allowed?

For example, may I play a Pregen 1 in 'First Steps part 1' and apply the sheet to a level 3 who has not played that scenario?

First steps is a bad example as that one particularly is a tier 1 only

It's still an example of trying to apply a chronicle to a character whose level is too high for the scenario's tier.

You also can't apply, for example, a tier 1-5 chronicle to a level 7 character.

If you play a 1st-level pregen, you can assign the chronicle (and immediately apply it) to a 1st-level PFS PC.

If you play a 4th-level or 7th-level pregen, you can assign the chronicle to a PFS PC of a lower level than the pregen, to be applied as soon as the PC reaches the level of the pregen (or you can apply it to a 1st-level PFS PC immediately with the gold reward reduced to 500gp).

So in your case, the pregen credit for 'In Service to Lore' must be assigned to a 1st-level PC.
