As the voting progresses, are items paired with other items that have similar up vote/down vote rankings? So if you see your item, should you assume the paired item is roughly similar in quality as measured by up votes/down votes?

No. It is completely random.
What your votes are doing is creating fragmented chains of "this item is better than that one". When you vote on an item more than once, it allows the system to determine where in the greater chain (of all items) that item goes in relation to other items.
This is per voter, mind you. Once voting completes, they compile everyone's chains and use that to determine a complete ranking order.
