Is the secondary effect of Consecrate permanent?

Rules Questions

So, Consecrate lasts 2 hours/level. But its secondary effect is to cut off an altar's tie with its god. Is that effect permanent, or does it only last for the duration of the spell?

It last for the duration of the spell by my reading of it.

So you're thinking I have to get all the way up to Hallow for a permanent effect? Acceptable, and how I read it as well, but it makes Consecrate a pretty useless spell for what it costs. (2nd level spell + 50 gp worth of components for a temporary effect). It just seems odd to temporarily 'cut off the connection to the god' for a few hours, then go back to business as usual. Ah, well, another spell I won't take after all.

It is only 25 gp, but I do see your point. It is not a commonly used spell, and you are better off with hallow.

Holy water (25) + Silver Powder (25) = 50. Pretty expensive for low-level PCs.

Core Rulebook, Magic chapter:

Duration
A spell's duration entry tells you how long the magical energy of the spell lasts.

Timed Durations: Many durations are measured in rounds, minutes, hours, or other increments. When the time is up, the magic goes away and the spell ends. If a spell's duration is variable, the duration is rolled secretly so the caster doesn't know how long the spell will last.

I did not notice the holy water because it did not have a price beside it. That makes the spell even less attractive.

I will note that the spell calls for a "vial" of holy water, whereas a "flask" of holy water is worth 25gp. A flask is considered to hold a pint of liquid, and most potions and oils are kept in vials that hold an ounce of liquid.
Since there are 16 fluid ounces in a pint, it's safe to say that a "flask" of holy water, whether purchased or created using bless water, could be made into 16 vials of holy water that can be used to cast Consecrate up to 16 times (considering you still had the extra 5 lbs of silver everytime you wanted to cast it).
Still expensive, especially in my campaign where our party is stranded on an evil island without access to a regular supply of silver or means to purchase it, but still better than 50gp every time you cast it. It's more like 26.5 gp.
