Here Comes the Flood Setup ? Are all Cards Shuffled Together ?

When performing setup for Here Comes the Flood do you :

1) Deal out the 10 cards for each location, shuffle them, then deal 3 cards from the special snake / blessing / ally deck on top of these piles ?

or

2) Deal out all 13 cards for each location and shuffle them together ?

Not quite either.

STEP 1: Set up the 9 cards listed on each location.

STEP 2: Make a separate stack (lets call it the scenario stack) of the nightly boas, random blessing, random allies (1 of each in the stack for each location in your setup. So in a party of 3 you would have 5 locations, so 5 Nightly Boas, 5 random blessings, 5 random allies). Shuffle this stack up really well.

STEP 3: Put three cards from the scenario stack on top of each location. Then shuffle each location.

Now each location will have 12 cards, 9 from its list and 3 from the scenario stack. But each location could have any number between 0 and 3 of each type of card in the scenario stack. A location could have 3 allies from the stack. Or it could have 2 allies and 1 blessing. Or it could have 2 henchmen and 1 ally. Or 1 henchman, 1 ally, and 1 blessing. You don't know.

So it means you can't really decide which location has the most allies for you to rescue first, because even the location with 0 allies listed on its setup instructions could have received 3 random allies from the scenario stack. It also means you don't know how many allies Black Magga has taken even if she eats a whole location before you get to it.
