Not only can Toxic Cloud help at "another" location. It helps at EVERY location. So if a barrier like Goblin Raid comes out, if Ezren plays a spell like Toxic Cloud (there are other spells with similar mechanics), every character that has to encounter the monster gets an extra 1d6 on their combat check. The cloud of toxic gas permeates every location in the scenario, not just a single one.
I would also say that since you play Toxic Cloud "when a character encounters a bane" you are playing toxic cloud when the Goblin Raid barrier is encountered, which leaves Ezren free to still play a combat spell during his personal Goblin Henchmen encounter and not be in violation of the "only one card of each type by each character on each check" rule.
