I've toyed with the idea but really have come up with nothing, knowing there are better people at it, is it possible to make a level 0 spell crazy powerful using metamagic feats and traits?
Search for "What bonuses can you stack on damage cantrips?". The thread gives some very good ideas. i don't know that I'd call it "over-powered", but it is interesting.

heh 0 level attack spells are alright when you are fighting cr 1/3 to 1 monsters, they tend to have very low hp. Probably Rime Spell with magical lineage would be one of the first shenanigans but well, rime spell can be much more useful for the spell frostbite, considering how ridiculous it can get.

Rime spell on ray of frost does nothing.
Oh boy, same wording messes with a Heightened, Rimed, Dazing Ray of Frost or are you saying Heighten becomes mandatory to use to get around that wording (or doesn't help ... I haven't been keeping up with the thread(s) where this is hashed out lately)?
You can daze creatures with the power of your spells.
Benefit: You can modify a spell to daze a creature damaged by the spell. When a creature takes damage from this spell, they become dazed for a number of rounds equal to the original level of the spell. If the spell allows a saving throw, a successful save negates the daze effect. If the spell does not allow a save, the target can make a Will save to negate the daze effect. If the spell effect also causes the creature to become dazed, the duration of this metamagic effect is added to the duration of the spell. A dazing spell uses up a spell slot three levels higher than the spell's actual level. Spells that do not inflict damage do not benefit from this feat.
Rime Spell (Metamagic)
Creatures damaged by your spells with the cold descriptor become entangled.
Benefit: The frost of your cold spell clings to the target, impeding it for a short time. A rime spell causes creatures that takes cold damage from the spell to become entangled for a number of rounds equal to the original level of the spell.
This feat only affects spells with the cold descriptor. A rime spell uses up a spell slot one level higher than the spell's actual level.

Heightened to level 1 would work (at least in my opinion anyway) but there are better ways to use spells and metamagic.
I tend to agree but Dazing metamagic is a bit ... potent. Heighten to max possible for the caster and if the target has a poor Will save he is seriously hurting. Dazed condition for up to 6 rounds against the caster and his companions, I can imagine many scenarios -as- deadly involving those better uses ... but not sure I can imagine one worse.
