Magic Items and their Caster Levels

Do all effects (unless stated otherwise within the item's description) use the Caster Level of the Magic Item? For example does a Ring of Energy Shroud's Elemental Aura spell effect function as if being done by a 13th level Caster?

Yes, I believe that is correct. Whatever caster level is used to create the item (and item descriptions I believe give the minimum caster level to create the item) is the caster level that effects should be based on.

Yes. This can become important if someone tries to dispel the item.

I believe all that FAQ is saying is that a creator of a magical item can be of lower caster level than normally would be required and be able to produce the item if they possess a sufficient spell craft check, it should still function at that same minimum caster level.

Yeah I'm not concerned about creating an item, just about using it. So using it the effects of the item are based on the Caster Level of the item, which is how I read the rule I just wanted confirmation that I wasn't missing something or misinterpreting it somehow (didn't think so).

Thats a very good question, and why I don't like the above FAQ. I feel the game made more sense when a specific caster level was a required thing that could not be otherwise substituted or overcome with a spellcraft check.

I believe it would "dispel" at the minimum caster level needed to create the item.

Which is, basically, the level at which one could acquire Craft Wondrous Item.

If mythic rules are in play, the minimum caster level at which someone could craft a +5 club is . . . 1, assuming they could gather the money.
