Skill Points and INT Penalties

If someone has an intelligence penalty, and their class is 2+INT modifier, do they only get 1 skill point?

Yes, unless they are human, in which case they get 2.
You always get a minimum of 1 skill point, which is why most people will tell you that if you plan on dumping INT at all, always dump it to 7 because mechanically it is the same as dumping it to 9.
