Forget the poison and the dazzle effect.

Does sand count as a "powder" that would remove the benefits of invisibility?

My guess would be no. The sand would probably outline an invisible character briefly before falling away.

On the other hand if you loaded the tube with Powder I think it would work. It's not RAW so check with your GM first.
