Can anyone think of a way for a Samsaran to take the Racial Heritage feat despite not being human? Trying to wrack my brain for a way to do it, but nothing's coming up.

What race are you trying to access through Racial Heritage? If it's Elf or Orc, you could take the Infiltrator Ranger archetype and pick Elf Blood or Orc blood to gain benefit (and detriment) of Elf and Orc subtypes, respectively. Other than that, I really can't see a way to do it... and believe me, I looked.

While that's always a possibility, I'd like to try to find a way to do it legally. So there's no real way to do it? Maybe a PrC or feat or something that lets you count as human for the purpose of prerequisites?
There is such a feat. Unfortunately, that feat is Racial Heritage, so it's no use to you.
(Because of the way Racial Heritage is written, a half-elf or half-orc taking Racial Heritage [Dwarf] is able to enter human-exclusive archetypes such as Buccaneer, since it lets you count as both the chosen race and human for such purposes.)

Would it be possible to be a Half-Elf and take Racial Heritage (Samsaran)?

A Half-Elf or Half-Orc could do that even without taking Racial Heritage, as could an Aasimar w/ Scion of Humanity and any custom race made using the ARG that had the Humanoid type with Human subtype (with whatever other subtypes he may possess.

Did they change the ruling on that? Last time I checked, the ruling was that qualifying for archetypes wasn't like qualifying for feats - you needed to actually be the right race, not just have the right subtype, so half-elves couldn't take elf-only archetypes. But the Racial Heritage feat did let you qualify for racial archetypes where the "Elf Blood" racial trait did not, despite being worded in the exact same way.
It was a very stupid ruling so if they got rid of it then I'm glad to hear it, but to my knowledge that's still how it works.

You are looking to have access to the Mystic Past Life racial trait, and the Paragon Surge spell, yes?
Why/How would that work? Aren't the spells available by Mystic Past Life fixed when the character is created? Either that, or wouldn't casting Paragon Surge and using Mystic Past Life to choose any spell force someone to permanently lock a spell out of the choices?
In any case, it would be a clear case of "Nope, this does not give you any spell at any time, sorry," in my campaign. And then... I don't see the allure.
Of course, this is assuming that all this was legal, which it isn't.

They reversed the FAQ rulings for half-breeds and brought everything in line with the precedent set by Racial Heritage. "Effects related to race" are all "rules elements" that concern race which includes qualifying for feats, traits, racial archetypes, alternate favored class bonuses, special abilities, etc. Essentially, it's just as I've said all along; qualifying for these things is based on your racial type/subtype and "elf-blood" is just a "plain English" way of saying you are a Humanoid(Elf, Human).
