Please forgive me if this has been answered already, but so far I have been unable to find it on this Forum...
If a player encounters the Ogre and loses, the card states that each other character at that location also takes 1 damage.
Assuming that those other characters cannot prevent the damage themselves, then they are forced to discard a card.
The question:
Do they RESET their hands back to the full number before they play their next turn (e.g. at the original players "reset hand" step, all affected players also reset)?
Or do those other damaged characters have to play their next turn short-handed?
Thanks!

No, they don't reset - the reset phase comes only at the end of your turn. In the same way, players who help other players on a check don't reset until the end of their turn.

And just to chime in, the bane would have to have a combination of "If you fail the check to defeat, it does X damage to the party" AND "If you take damage from this bane, you must reset your hand and end your turn."
As of AP2, there are no cards that say this. You have several of both types, but none that do both yet. I'd kind of doubt that there will be because it would actually be a benefit instead of a penalty, unless it would kill a party member of course, as the whole point of those "Do damage to everyone at that location" is to weaken them so the rematch is even easier for the bane.

I don't think the OP is suggesting that the Ogre has the "reset your hand" power.
Specifically, the question was (in 2 parts)...
Do they RESET their hands back to the full number before they play their next turn (e.g. at the original players "reset hand" step, all affected players also reset)?
No
Or do those other damaged characters have to play their next turn short-handed?
Yes
