I would first have to ask where the mount got that melee weapon? Does it have the necessary proficiencies to wield that melee weapon? What kind of mount is this? :p
Jokes aside, you are referring to the following priceless little line in Sohei:
Bonus Feats: A sohei may select mounted combat feats as bonus feats.And what are bonus feats?
A monk need not have any of the prerequisites normally required for these feats to select them.
Presumably mounted combat feats are feats that have mounted combat as a prerequisite.
This, imo, is horribly worded. It implies that a Sohei can immediately jump to Mounted Skirmisher feat which, in addition to having Mounted Combat as a prerequisite, also has Ride rank 14 and Trick Riding as prerequisites... which does not sound correct at all, for a level 1.
But currently as written, it looks like it is the case. And there does not appear to be any FAQ that contradicts it.

As of right now it's totally legal, if a bit cheesy. The Ranger may take Mounted Skirmisher at 10th level as a bonus feat. If anyone wanted to do this in my home games as a Monk I'd likewise make them wait until 10th. Still 4 levels before one would normally qualify for it.
But RAW? Totally acceptable.

Trick Riding is pure feat tax. If you have 9 ranks in Ride, that means that you're Ride check starts at at least +12. At that point, the ability to not roll DC 15 Ride checks is almost entirely useless.
The only part of Trick Riding you actually care about is not in the table, only in the feat text: You can use Mounted Combat twice per round.
