Am I correct in assuming that I cannot apply the experience earned by a pregens to a character until that character reaches the level of the pregen?

Yes you are. It's the pregen's level that matters, not the tier/subtier of the scenario.

It's any level 1 now, actually. The "brand new" language was removed from the guide.

And the tier for the chronicle equipment to the appropriate level as well. Which may mean no options opened, if there is not a 1-2 tier.

Uh, no. You keep the tier stuff for the level you played at. Only the gold is impacted.
