If I want to take a feat in the vein of Extra Rage Power, Extra Discovery, or Extra Arcana, can I do so with only 1 level in the class, even though I haven't yet, in this case, gotten any previous Discoveries or whatever else through level progression? In other words, does the wording of the prerequisite mean I need to have already achieved one such feature, or merely need to have levels in a class that grants the feature?

no. You have not yet acquired the discovery class feature that the prerequisite requires.

If you could, every Rogue would take Advanced Talents at level 1.

You cannot get Extra X where the feat has a prereq of a class feature unless you have that feature. If you do not have the feature at 1st level, you cannot get the feat at 1st level.

You have to have what the pre-req says you have to have. If you don't have it, then you don't qualify.
