In my opinion, the ability would count as a 1st-level-equivalent (which would be the norm for a sorcerer), and you would thus need a caster level of 10 for the ability in order to apply Quicken Spell-Like Ability to it.
Since you only gain caster level 10 once your character level is 12 (as per Eldritch Heritage), that would be the earliest you could take the Quicken SLA feat.

Ah cool thank you. I'll likely take Eldritch Heritage a bit sooner because I have Optimistic Gambler to make it last for atleast 1 round then pick up Quicken to make it crazy awesome when I get to it.
