i don't think they do.
its just when they cast spells from that domain, she gains a bonus. and she gains a spell like ability tied to the domain.
At 3rd level, a divine scion selects a domain granted by her deity—this domain becomes the divine scion’s chosen specialization in representing her deity. Although most divine scions pick domains that they’ve gained from other classes (such as cleric), they don’t have to do so. Every time a divine scion casts a domain spell from her specialized domain, she heals damage equal to twice the spell’s level.
In addition, each domain specialization grants a spell-like ability (which functions at a caster level equal to the divine scion’s total character level) and a permanent sacred bonus (or profane, if the divine scion is evil) on a single type of d20 roll.
if a flame oracle/divine scion chose the Fire domain, anytime she cast Fireball she'd heal 6 damage (2x the spell level). It doesn't say anything like "the divine scion gains this domain and its abilities" (even for clerics that take this prc ), just that "every time a divine scion casts a domain spell from her specialized domain.." something happens. and she gets a spell like ability tied to the domain.
it doesn't even say that this prestige class stacks with the cleric levels for determining domain power, so it doesn't look like its domain focused, just that they're giving you a bonus based on what domain, tied to your deity, you choose.
so a cleric of sarenrae who takes healing and good, can still choose fire domain, and gain flame arrow 1/day and +4 acrobatics, but she'll never gain the healing benefit since the fire domain spells aren't on her normal spell list,nor is there verbage that indicates they get added to her list like a domain.

So is it that those characters who have domain spell slots gain the benefit, but not those that do not?

The wording implies that a Domain spell cast from the specialized Domain... so unless it grants the domain spells (and the slots to cast them from, in case of a class that is without them), the ability should not work. Now if it said "casts a spell on the specialized domain spell list", then it would make more sense. But everywhere else that mentions the domain spells it also requires/restricts the slots used from.

nope, it implies a domain spell.
they were trying to get language that whenever they cast a spell that's given by the domain as a choice for the domain bonus spell, even if its not in the domain slot, she gains the healing.so a cleric of sarenrae who domain specializes in Healing domain, would heal up anytime she used a Cure spell, even if its not her Domain Spell that she's casting. do you see the difference?
if i've got 1st - Cure Light WoundsD, Remove Fear, Magic Stone prepared. and cast Magic Stone as a Cure Light Wounds, i'll heal 1hp and someone else will get a CLW. its a domain spell, but its not using the domain slot.
more beneficial, as you can prepare multiples. more restrictive, because its not giving you bonus spells. ( which would also be a big hiccup: what does a spontaneous caster do with bonus spells and bonus prepared spell slots? )
