Maybe a very stupid question, easily answered but...

Does applying Heighten Spell on Summon monster I increase it's use to become effectively Summon Monster I-IX?

No.

A Heightened Summon Monster I spell is still a Summon Monster I spell, but it is effectively cast as if it were a higher level spell which has almost no benefit at all other than making it harder for your enemies to dispel your summoned critters.
