Fighting Eagle, PFS

Welp, my Bard is leveling to 4th and yet I still have a level 2 character that's yet to play its first session at 2nd, so I can remake it if need be...

And I think I want to. My favourite thing about it is the Eagle, so why not pick a class that really shows that off. And hits things! I like hitting things. (My bard isn't doing that.)

The Falconer Ranger and the Huntsmaster Cavalier both feature the Bird prominently. Are both fully PFS legal? I would only ever take the one animal companion in the case of the Huntsmaster.

From there, Eye for Talent, Huntsmaster (Bird) feat, power attack and 3rd (possibly 2nd for the Ranger).

Are the differences that great? Favoured enemy bonuses vs Challenge bonuses? Tactician and Dirty Trick (Dazzled/Blinded) vs Distract and Swooping Charge? Is one strictly better than the other? (Not being PFS legal would render the other Strictly Better).
