I've been running the Serpents' Skull campaign for a while now (the players are starting the third module, City of Seven Spears), and I can't quite shake this feeling that the Sargavan Government faction is less developed than the rest of the factions involved in the campaign. Maybe this would be less apparent if they hadn't choose that faction, but still. Let me explain where I come from:

Whereas The other factions have specific objectives that award faction points in Saventh-Yi, the Sargavan government objective is the more generic "conquer half the city". Whereas the other factions have their own emnities and grudges built into them (the animosity between the Pathfinders and the Aspis Consortium, and between the Shackles' Captain and the Red Mantis), the Sargavan government gets "pick one of the former". Whereas the other factions leaders all feature in the cover of one of the Adventure path books, the Sargavan General Rotillus Havelar is nowhere to be found. There are other little details, but those fall more under confirmation bias, so I won't get into that.

Since this has bothered me for a while now, I'd like to know the opinions of other members of the community about this issue.


The Sargavan gov't wants to control the city so it can cement its hold over the whole area, and become more autonomous. It's instant rivalry with the Pirates, who would then have to contend with a true gov't and law in the area, which would also be the same for the Mantis. The Aspis consortium would lose a prime traderoute. The most likely ally would be the Pathfinder's, since they would stand to have a better outpost if the city of Eleder were to prosper more. The Sargavan Gov't isn't "pick one of the former" it's more fend them all off.

There would also be an instant rivalry with any Mwangi as well, since the Sargavan gov't is already oppressing the people in Eleder, and would most likely get worse if they had control of the lost city and its riches. Havelar is detailed in Racing to Ruin as a typical colonial, that believes they are doing much good for the ignorant locals (paraphrased).
