Ok.. I'm new to the game and was given my first wondrous item of my choosing, worth no more than 10,000gp.. I'm a lvl 9 sorcerer, and so my first instinct was to grab something that boosted my charisma.. my current charisma score is 21 and i was thinking about the headband of mental prowess.. something like +2 charisma... but my friend was just telling me that although the +2 helps my modifier towards skills and DC's and Saves, it doesn't grant me the extra Spells per Day that having a natural charisma of 23 would get... Is this true? I mean i realize it's only 1 extra spell per day, but i could use it.. lol.. and i also get an extra 5th lvl spell with a cha of 23... But i've been looking everywhere for this rule and i couldn't find it.. so i took it to the forums...
what do you guys think? is it an actual rule? if so, has any GM allowed for the bending of this rule?
There are temporary bonuses, and there are permanent bonuses.
After wearing the headband for twentyfour hours, the bonus from the headband counts as permanent, thus granting extra spells per day.

after a day you count as having it, so yeah you get the extra spells.
He's probably thinking about temp charisma (which applies during the first 24hrs you wear the item (look in the glossary)
Charisma: Temporary increases to your Charisma score give you a bonus on Charisma-based skill checks. This bonus also applies to any spell DCs based on Charisma and the DC to resist your channeled energy.
You should have him read a little further down about permamnent bonuses
Permanent Bonuses: Ability bonuses with a duration greater than 1 day actually increase the relevant ability score after 24 hours. Modify all skills and statistics related to that ability. This might cause you to gain skill points, hit points, and other bonuses. These bonuses should be noted separately in case they are removed.
