Module Master of the Fallen Fortress

Has this been changed so level 2 can play this and if so where can I read this at because I can't seem to find it. I was told it was changed to a tier 1-2 module and can be applied to a level 2 once. I always knew this moduel to be tier 1 only but not sure.

It is an adventure for a level 1 party. You can play it with a 2nd level party too. Give some monsters the advance template and everything is fine.
