I am wondering.... Would you be able to put staff powers into a bow at all. Or maybe I think 3.5 had a Bowstaff that would change into either.
Let's say I Craft:Bow a Darkwood Bow mastercrafted and wanted to put the powers of a staff of conjuration into it.
1) Would this be possible?
2) Would Craft Arms and Armor feat do it if I had the spell necessary?
3) Would I be able to put other spells into and create a whole new magic item?

First of all, crafting ANY magical item is up to your GM, not you, even if the item is a normal standard item in the core rulebook. Crafting a new item that doesn't exist in the rules is also up to your GM, with the warning right there in the core rulebook that he should be very careful about this.
That disclaimer aside,
Yes, if your GM allows it, you could make, for example, a +1 Staff of Conjuration. This would be a staff that could be wielded like a normal +1 staff (a weapon) AND it would have all the powers of a Staff of Conjuration.
Cost?
First, you'd need both feats: Craft Magical Arms and Armor and Craft Magical Staves.
Next, you would pay the normal price to create a Staff of Conjuration, but you had better include the extra 300gp for a Masterwork staff or the following part would be impossible.
Lastly, you add the +1 Weapon Enchantment and pay +50% more than normal (3,000gp instead of 2,000gp). See the rules for "Adding New Abilities" in the Core Rulebook under the "Magic Item Creation" section - the least expensive ability is added at a +50% cost.
And there you have it, a STAFF that is both a magical weapon AND a Staff of Conjuration.
But you want a bow, not a staff. Fine. Use exactly the same process and price, but start with a bow (and pay the price to buy it, say, 75gp for a longbow and the same +300gp for masterwork that I already mentioned). There is nothing that says you CANNOT do this so you can - but only with your GM approval, as I mentioned at the start.

What if I have the CRAFT: Skill Weapons, is not a Staff a weapon?
Creating a magical weapon that you can use to bonk people on the head uses the Feat, Craft Magical Arms and Armor. Creating a wizardly (or clericly) magical staff that casts spells on command uses the feat, Craft Staff. Two different feats.
The Crafting Skill that you use is entirely up to, or don't use any crafting skill at all if you would rather buy the staff in a store. Crafting the weapon yourself adds extra time to the process and uses the appropriate Craft(Something) skill as described in the Core Rulebook. Buying the weapon saves you time but costs a little more (you can make it at half price so you can save at least 150gp making the staff or sword or bow or axe or whatever, as long as you're willing to take the extra time, which in many cases will take a whole lot longer than enchanting the item after you're done making it).
