A cleric in a game of mine has an interesting build. I dont wanna rain on his parade, but I was slightly suspicious of how good it is, even though i haven't heard of something like that b 4 (maybe its just me?)
He is playing a variant channeling cleric and has Rulership: channel harm daze (DC 17).
He has the Selective channel and improved channel feats.
He can now daze everyone in an area around him, w/o hurting his allies, with a DC 17, at level 1. 7 Times per day.
Thoughts?

Yes, he can do that.
Here's the cost:
First, to get that DC 17, that means that he has 20 CHA. That means he's probably doing nothing else but channeling and casting, and even his casting is going to be weaker (probably WIS no higher than 16 - with dump stats - unless you gave a very generous point buy). So he's made it his main schtick.
Second, he has to be a negative channeler to do this. That means no AoE heals for the party.
Third, that's two feats spent. It should be good.
Fourth, it's "daze", not "stun". All he does is stall for time. This means all the glory and action is being handed to the other players. You should applaud him for being such a team player. ;)

Well, he can only avoid dazing a number of allies equal to his Charisma mod, and he has to be able to see them to avoid affecting them.
Otherwise, this does not look suspicious to me.
Most of the time, that shouldn't be a problem. 5 allies are covered, and if you can't see your ally then most of the time they'll be out of the area of your burst anyway. The rogue can learn to stay away from the cleric when he's channeling.
Also, Selective Channeling can get him his healing bursts back, albeit at a lower level.

Throw more encounters at them. Any properly designed trip through kobold warrens should have that cleric out of dazes well before they reach the kobold chieftain.
But I don't see the problem anyway. A sorcerer with similar specs can chuck 5 sleep or color spray spells a day with comparable or greater DC. They're casters; they expend limited resources to do powerful things. Let them do their things.
