Logically, yes. Scion of Humanity adds Humanoid(Human) to your character in addition to Outsider(native)(tied to 'good' outer realm). The rules state that it is your Type and Subtype configuration that allow you to meet prerequisites based on race, thus having Humanoid(Human) allows you to qualify for a feat with the prerequisite: Human, including, but not limited to, Racial Heritage. Then, if you choose Elf as your race, you are now Outsider(native) and Humanoid(Human, Elf) just as a Half-Elf is Humanoid(Human, Elf). Thus, anything a Half-Elf could qualify for, you can too.
However, there is lots of controversy and outright contradictions in some released official FAQs with one side saying "effects related to race" does include archetypes, feats, etc. and another side saying they do not. So, if you want to be logical and reasonable about it, yes, all these qualify and you're good to go. If you want to be contradictory and ridiculous, then no, "effects related to race" both do and do not include qualifying for feats and abilities and you fail at logic forever.

Note: Alternate racial traits, racial archetypes, racial evolutions, racial feats, and racial spells are only available for characters of the associated race. Racial equipment and magic items can be purchased and used by any race as long as the specific item permits it (for example, only halflings can purchase and use solidsmoke pipeweed).
