Iron Golem versus Electricity Spell

Rules Questions

The question is this. We know that electricity spells slow an iron golem, but does it inflict slow in addition to damage or instead of damage.

"A magical attack that deals electricity damage slows an iron golem (as the slow spell) for 3 rounds, with no saving throw."

That is how it is worded. It sounds like the electricity spell has to do damage in order to slow the golem, but I'm not sure I'm reading it right. That would make a golem awfully flimsy.

I would generally interpret this as: no, it does not do damage; it slows it instead.

Read the whole section. It starts off by saying some magical effects affect the golem differently, which means 'instead of the normal effect, they do this'.
