Yes, you can enchant items thats are not already magical. Weapons and armor must be of masterwork quality before they can be enhanced. And weapons and armor must be made of materwork quality, they cannot be "upgraded" at a later time. However, if someone bothers to cast the spell masterwork transformation you can effectively get around the problem of "items cannot be upgraded from normal to masterwork".
