I believe there might be limited circumstances where individuals are given individual use avatars or perhaps are allowed to upload one (perhaps winning a contest, being on staff here, etc) but I believe that is it.
In general, as far as I can tell, paizo spends more time making the site programming useful to conduct business (i.e. make purchases, etc.) than it spends trying to add as many messageboard features such as uploading pictures, videos, and adding signatures with individual avatars fitting into the latter category as opposed to former.
Perhaps you may wish to try website feedback for a better explanation/answer.

In addition, one of the main reasons they do not allow customized avatars is because of the potential legal ramifications and/or the need to watch out for troublesome imagery that is either NSFW or copyrighted. Not allowing custom uploaded avatars makes them less liable in case of someone misusing the feature, and saves the moderators - who are already stretched quite thin, and whose main job is not forum moderation and maintenance but rather usually something else at Paizo and forum handling is something they do in their spare time/when they can get around to it - a headache of work and time.
