Five Storms Ninja

I'm having an issue here, I've just read through the Forest of Spirits AP.
At one point the players are attacked by Five Storms Ninja, but here's the issue they seem to be using weapon finesse for Katanas. How's that do-able?

It's not legal as per RAW, so use it or don't, as you see fit.

Use it or rewrite them to use wakizashis or other finessable weapons, otherwise they'll not hit the broadside of a barn. As written they're already incredibly weak for the level.
