Lich Special Attacks

Under the Pathfinder Roleplaying Game Bestiary guide a Lich gets two special attacks but my question is as most other special attacks from other creatures have a trigger it seems the Lich special attacks don't. So can the lich use these attacks every round or is there a limit (or trigger) that I missed?

The fear aura and the paralyzing touch? Auras are always on unless otherwise specified. And yes, the paralyzing touch can be used whenever the lich wants as a touch attack.

Also the Paralyzing Attack can be used with Unarmed Strikes as well. Harder to hit but do more damage when you do hit. Not clear wether the Negative damage occurs with only the 1st Unarmed strike to hit or wether multiple Strikes in the same round get the negative energy damage.
