Do the citizens of Galt, Andora, Cheliax, and Taldor all speak different languages? Or, as as the three former were once part of the latter, do they all speak Taldan (similar to how folks from the U.S., Canada, and Australia all speak English despite no longer being British subjects)?

It's all detailed in the Inner Sea World Guide. If you don't own the book, I don't believe you can learn any of the ethnic languages.

All those countries speak the same basic language: Common/Taldane.
You could say that each has a distinct accent or dialect, but they are all mutually intelligible.
(each country may have secondary/minority languages also spoken, but Common is the primary language in all of those countries)

I guess you technically need to own Inner Sea World Guide or other allowed Campaign Setting source discussing ethnicities in order for your character to actually have an ethnicity or nationality and speak any ethnic languages (their own or others)? That seems a bit odd, but I don't see those given as options in the PFS rules themself, so without them I guess you are just 'Human' (speaking Common/Taldane). If you don't own a campaign setting product, I wouldn't expect for any GM to challenge you on having an ethnicity though, especially if you are in-line with the setting canon (e.g. on the language associations for the ethnicity).

As written, citizens of all those nations speak Taldane/Common. Those countries have no individual languages, although you could argue for regional dialects (with no in-game effect) if you want.

Sovereign Court 3/5

There are a few factions missions that cite "Identifying an individual by their (Andoran) accent," so accents aren't entirely outside of canon anywhere.

Out of curiosity, why did you put PFS in the subject line? This question seems like just a general setting question, even if you happen to play PFS ...

Not trying to be snarky! Just pointing it out because there seems to be a lot of confusion lately about what questions belong in the PFS forums and what belong in the more general, non-PFS forums ... and adding PFS to the subject line of a question that does not appear to be in any way specific to PFS only adds to the confusion :)

IIRC, Hallit is also commonly spoken in much of Avistan, and definitely in Galt.

Razmir should also be Hallit or Common, right? Had a GM over the weekend that said some razmirans were talking in a regional dialect, and not allowing us to hear what they said - didn't even ask what languages we spoke.

Grand Lodge 4/5

Did your GM give you a Sense Motive check? They may have been using thieves' cant (Bluff to pass secret messages) at which Razmirans should be pretty effective if they want to. Geographically Hallit is also likely.

Ah. I think there was a sense motive involved. That may have been it.
