I believe that if you dont have a 15 int or charisma you would have to roll a DC30 UMD to emulate the required ability score in addition to the DC25 UMD to emulate the class feature you are missing (spells).
I could be wrong on that though!
Use a Scroll: Normally, to cast a spell from a scroll, you must have the scroll's spell on your class spell list. Use Magic Device allows you to use a scroll as if you had a particular spell on your class spell list. The DC is equal to 20 + the caster level of the spell you are trying to cast from the scroll. In addition, casting a spell from a scroll requires a minimum score (10 + spell level) in the appropriate ability. If you don't have a sufficient score in that ability, you must emulate the ability score with a separate Use Magic Device check. This use of the skill also applies to other spell completion magic items.
Emulate an Ability Score: To cast a spell from a scroll, you need a high score in the appropriate ability (Intelligence for wizard spells, Wisdom for divine spells, or Charisma for sorcerer or bard spells). Your effective ability score (appropriate to the class you're emulating when you try to cast the spell from the scroll) is your Use Magic Device check result minus 15. If you already have a high enough score in the appropriate ability, you don't need to make this check.
So, yes, to emulate an ability score for a 5th level spell, one would need a UMD check of 30. And a separate successful UMD check for the scroll at DC 29 (in most instances).

You also need to emulate the ability to cast spells/have a spell list in addition to emulate a high enough ability and also use the scroll ability. And you also need to read the scroll (read magic, spellcraft or umd) once you bought it.
I can see that interpretation but I have never seen it run that way. Making the UMD check as quoted above is generally considered enough. Using this interpretation you would have to.
A)Emulafe the class ability to cast spells.B) Make the UMD check to treat the scroll as being on your spell list
C) Make a caster level check
D) (possibly) make an ability score emulation check.
As for the reading of the scroll, you do need to do that for scrolls you find but the PFS rule for scrolls you buy is that they come "ready to cast" - as if he maker helped you decipher the writing.

This is getting off topic, since the OP only asked about restrictions on "purchasing" a scroll in PFS, but in addition to everything Belafon listed, wouldn't the Rogue also have to succeed on a Spellcraft check in order to read the scroll in the first place? (unless he can cast Read Magic, of course)

At worst, that is resolved by the time you reach 5 Fame.
Wayfinder 250 gp
Ioun Torch (grey Ioun stone) 75 gp (could just go for a perfect burned out ioun stone for 25 gp)
Put the Ioun torch in your Wayfinder, use the resonant power, and you have just cast a 10 minute duration Read Magic...
And, as Belafon mentioned, when you purchase a scroll, the seller walks you through to familiarity with it.

You can decipher the scroll with UMD as well by adding +5 to the DC. Having to make two UMD checks to activate the scroll means you are almost certain to fail though (DC 30 and DC 29 respectively). Unless for some reason this rogue has 15 Int, Wis, or Cha and the spell can be cast by a class that uses that stat.
