Important: Silvanshee Agathions received errata on how their Lay on Hands behaves. Please review the revised text (linked below) before offering rules answers.
Overview: I wish to know how, if at all, Bracers of the Merciful Knight interact with Silvanshee Agathions and their Lay on Hands ability. Does this 15.6K magic item give them extra uses of Lay on Hands and improve how much it heals? Or is there a bit of rules-fu involved that makes this have no effect at all? Let us assume for this question the bracers are a pair specifically crafted to fit a Silvanshee.

Simply put, is this a 15,600 GP way to get a Silvanshee Agathion up to being a decent healer again? Or would the item have no effect, still leaving at a maximum 1 per day, 1d6 Lay on Hands?

If the Silvanshee's Lay on Hands worked exactly as the Paladin's then it should have 2 uses per day instead of 1; 1/2 Paladin level + cha mod (1) = 2. That makes me think that it is meant to work differently then a base Paladin's... because of that I don't think it would gain the extra uses per day.
As for the boost to healing, I don't know. It says "always as 2nd level paladin." You could argue that means it just doesn't scale at all with HD and such things, but that other ways to boost it (like magic items would still apply). On the other hand if you wanted a strict reading, "always" is pretty absolute.
It looks like the lesser restoration effect from the bracers would clearly work though.

The bracers say "When worn by a paladin...." Though the Silvanshee uses the lay on hands "...as a 2nd-level paladin" it still isn't one. I would say the item doesn't help the Silvanshee, sorry.

Yeah... that's about what I figured, but someone had proposed the idea to me as a means of taking the sting off a 3 feat investment to acquire a Silvanshee as a familiar. I had to try, but "Always" and 'not actually a Paladin' seem like valid grounds to shoot this plan down. Ssalarn, Chaoseffect, DesolateHarmony, thank you for your input. It's not what I wanted to hear, but it's what I thought is right and this seems like a pretty unanimous confirmation.
Topic tangent: Can you think of any other good, PFS-legal ways to get some nice mileage out of said Silvanshee? Other ways to improve its healing, or other nice benefits? This was merely the most intuitive route; I'd be open to other methods.
