Feat that allows Charms to work on undead?

I thought I saw one somewhere that allows the enchantment spells to work on undead providing you took spell focus necromancy.

An Undead blooded sorcerer can. That is the only way I know.

It's Threnodic Spell from Ultimate Magic. It's a metamagic feat, so you could get it in a rod instead.

Threnodic spells ONLY WORK ON UNDEAD. So if you have one memorized you cannot use it on living things.

Also, where is a Threnodic Rod found?
