p. 39 “Full credit” means the GM gets the following: 1 XP for the scenario, 100% of the Max Gold for the subtier most appropriate to the GM’s character.
Question
1. Tier 1-2 played, in a Tier 1-5 scenario. GM has a lvl. 3 PC, can he apply the Tier 4-5 gold and boons, to his lvl. 3, or is he only limited to a lvl. 1-2 reward?
2. Tier 4-5 played, in a Tier 1-5. GM has to apply tier 1-2 for a lvl. 2 PC, right?

GM credit always applies the subtier appropriate to the PC's level, regardless of what was played (with the exception of when the PC's level does not fall within any of the subtiers, as mentioned above).

Sorry Jiggy, but that answer was a bit vague.
Whose PC's level? The players or his own? I have a lvl. 7 2/3 cleric who would just love to jump to lvl. 8. And if I can apply credit for the 6-7 tier to my PC, that's cool, even though I might only run the tier 1-2 version of this scenario. If on the other hand I can't apply it to the lvl. 7 or the lvl. 3, then I see a bit of a problem.

Yes, you can apply the GM credit from a 1-7 to your level 7 PC and get the subtier 6-7 reward.
It doesn't matter what subtier was played at the table, or what characters the players brought with them. You get the credit based on the level of the PC you're applying the GM credit to, and that can be any PC in the overall level range of the adventure.
