Stats question. Can my flat-footed be higher than my AC?

Armor bonus: +4
Shield bonus: +1
Dex mod: -2

So...?
AC:13
Touch:8
FF:14

Am I messing this up?

Yeah, I think you are
When flat-footed, you lose any Dexterity Bonus to your AC
But you do not lose any Dexterity Penalties when flat-footed

So I believe you should have:

AC: 13
Touch: 8
Flat-Footed: 13
