I do not believe there is a good answer for whether falling (in general) is considered movement for purposes of using up actions.
Most times I see it run, falling is 'free' (such as the classic "take my full attack, then 5' off the cliff to get away"). Slow Fall itself would definitely be a free action to use, or not an action at all.

Slow Fall is like Damage Resistance in that they are Passive abilities.
They always function within their restrictions.
If you are concerned about a case where someone falls X feet and then chooses to move Y feet then it is more of a judgement call. I believe, but have not verified, there is a statement about what actions can be taken after falling over a certain distance.
Edit: Just looked up Falling in the CRB. It states that if you take Lethal Damage from a fall you land in the prone position. The implications are that any action after landing will be to get up. The only way to fall deliberately (from what I read) is to use an action to jump or movement to get over the edges. So while falling itself is not an added action, jumping deliberately over would be using Acrobatics and standing up after taking lethal damage would be move equivalent.

I have monks who will be attacking from above first then using slow fall to drop to the floor and attack, and my concern is whether the drop to the floor counts as movement or if it's free. The evil GM side of me wants it to be free so they don't move down just to be hacked to pieces by the party's meat shields.
