How do you apply resonate powers. Does it apply automatically once equipped.

Stick it in a wayfinder.

Assuming the OP knew that a wayfinder was required, the answer is that once it is equipped, the resonant powers will manifest.

Personally I am still waffling on allowing wayfinders in my games. So far nobody has asked for one. That day is probably coming though.
