In the Advanced Race Guide you can build custom races. The number of race points used in construction indicates how many abilities and powers you've given that race, and therefore how powerful it is compared to other races.

That's how many points it takes to build them in the Custom Race Builder from the ARG.
They're not a solid indicator of power, really. Some abilities are way overpriced, others very much underpriced.

Pointing out that the guidelines are BAD is not a non-answer. And I also stated the more useful bit of info, that races with under 20 points have no hindrances -- you know, directly answering the question of the OP without him having to buy a PDF.
But you're right, obviously what I did was really unhelpful!
Here's me being unhelpful again. The rules on race creation are in the Game Master section of the pfsrd, under "other systems." I'm a monster!
