Looking for a ruling

Rules Questions

I had a PC do something ingenious. I let it go because it was so cool but I'm pretty sure it wasn't strictly legal.
A Gunslinger threw some packets of gunpowder at a Baddie. A Cleric who had been holding her action immediately took her action to cast Fire Bolt at the baddie, igniting the powder packs to do more damage. I ruled the powder packs do an additional 1d6 per pack on top of the bolt. I did have the Gunslinger roll to hit as if it were a splash weapon but without Throw Anything, I'm pretty sure she should've taken a -4. Not too sure about the gun powder damage either since a whole keg does 5d6.
What say ye?
And obviously I know I can allow players to do cool stuff thats not strictly legal in the spirit of cool but I'm wondering about RAW.
thanks

There are no rules so you did just fine. I doubt the developers will rule on something like this, but you never know...

Rule of Cool >

Doubt anything specific covers this and you handled it well at the table. PCs rewarded for cleverness? Check. Everybody had fun? Check.

Sounds like a win-win to me.

Yep, good idea to reward creative thinking, in my opinion. And an extra 1d6 isn't going to break anything :P

Looks fine to me. There are no rules for it but it looks like a fair ruling IMO.

Yup, sounds fair to me, though, as you note, I'd've likely given them a -4 on the roll to hit with the gunpowder.

Good for you for being creative on the fly.

Unfortunately, one packet (dose) would not even do a point of damage. Three doses might do one point. A keg will hold 100 doses and a single keg that explodes in this manner deals 5d6 points of fire damage to anyone within a 20-foot burst (DC 15 Reflex half).

Also, something as light as a dose of gunpowder probably could not be thrown more than 10 feet let alone stick to a target.

Liberty's Edge

"A Gunslinger threw some packets of gunpowder at a Baddie."

How many? It was a single action to throw one or several as a single action?
If he was capable to throw more that 1 packet without preparing them as some kind of grenade before the encounter you were too generous.

Why they sticked to the target?
If they didn't sticked the target had at least the right to a reflex sawing throw to halve the damage.
Fire bolt target a single creature, if the packets were in the target square the cleric could either target the packets or the creature, not both with a single use of the ability.

Rule of "what the players character do can be done by the NPC too".

What will happen when the gunslinger will be hit by a fire attack without a save? All of his powder charges will explode?
If not you are using different game mechanics for PC and NPC. If they explode being a gunslinger is a death sentence.

A comment about rule of cool.
Once it can be "rule of cool", but once a trick has worked the players tend to repeat it and it rapidly become "rule of abuse".
