I second the recommendation of the Safari figures. I've found giant crabs, sea turtles ("dragon turtle"), a big eagle ("roc"), and a lot more. If you have a Michaels (art/craft supply store) in your area, they generally stock them. There are several locations of Michaels in my area, and each generally has a different assortment...

Not sure what type of huge-sized cat you need but Amazon has quite a bit of the Safari Ltd figures. They are plastic but the paint job on them are pretty good. I was able to pick up my Dragons from them and cheap too!
Here is a link to a large Lion - Lion
those are nice...i actually have a leaping tiger figure of theirs...but way too big for the size i need...that one's 10 inches long...way too big to fit on a 3 inch base

They do have a Big Cats Toob and that may have the size and type you're looking for.

Closest thing I can think of is the huge displacer beast pack lord. You could remove the tentacles, but it will still have 6 legs.

Schleich has an excellent line of plastic animal toys that are dire-sized compared to 28mm minis. I have a bear, two wolves, a deinonychus, and a crocodile that are high quality with nice paint jobs.
For example, their lion is 2 x 4.8 x 3 inches.
And their tiger is 1.4 x 5.4 x 2.4 inches.
You might want to look at the official Schleich website for a more convenient listing of their animals, as the Amazon link above looks like it's pulling from multiple retailers and is giving redundant listings.
I've bought them at Target and Michaels (craft store), I assume you can find them in most toy stores.

yeah i was really liking their black panther as the concept i'm going for is a huge-size firepelt cougar...you don't think 4-5 1/2" is too big to fit on a 3" base?

If you live near a toy or craft store, look for plastic figures and such there, good chance of finding what you want. Dollar stores too.
I'll echo the Safari Toobs. Note they do not have a consistent scale-you can get a "Large" horse, "huge" human and "colossal" insect all in the same container. Regardless, most of the animals can serve from "large" to "huge" okay, especially if you put them on the right size base.

Oriental Trading has 24 horses for $6

Paint job on these is inferior to the toobs, but the price is right...
Quarter Horses! :D

Sadly, 4-5 1/2 inches is probably too big for a 3" base... you'd end up with two feet on the base and two off. :/
When buying toys this is something you have to keep in mind. One friend bought the Safari Ltd Dog tube and was quite sad when he realized how big the dogs were next to his 28mm figures.

Oh, geez, there's also the more obvious--but more expensive Reaper solution:
White metal unpainted smilodon
The latter shows the measurement markers which shows it should be about the right size.
ETA:
I can't find it on Reaper's site, but Amazon has one of their P-65 figures that is slightly (about a buck) cheaper:

I am pretty sure it's large enough that if you glued it to a 3 inch base, it would pass--it fills the broccoli base it's on to the edge. Anyway, there are other options as well.

thanks to everyone for their suggestions...went with this black jaguar figure...gonna paint an orange stripe on it to turn it into a giant firepelt cougar...was listed at 4 1/2 inches but it curves in a way that fits perfectly in a 3x3 space...
