You are playing a half elven wizard of level 5 or higher and use Paragon Surge semi regularly. You die, and are reincarnated into a goblin.

Can you still use the spell paragon surge.

I am leaning towards no, you are no longer a half elf so do not qualify for the spell, but would like other thoughts.
